In a groundbreaking move to enhance Global Citizenship Education (GCED) across the Philippines, the Philippine Normal University (PNU) and Tarlac Agricultural University (TAU) inked a Memorandum of Agreement (MOA) to collaborate in establishing regional hubs that will decentralize and democratize GCED initiatives, ensuring that educational innovations reach diverse regions of the country.

The agreement, virtually signed on 28 August 2024 by Dr. Bert J. Tuga, President of PNU, and Dr. Sonny DC. Torres, TAU Vice President for Academic and Student Affairs, representing Dr. Silverio Ramon DC. Salunson, President of TAU, marks a significant step in PNU's ongoing efforts as the GCED Cooperation Centre (GCC) for the Philippines, a designation it received from the Asia-Pacific Centre of Education for International Understanding (APCEIU) under UNESCO in 2022, to engage with Higher Education Institutions (HEIs) and Teacher Education Institutions (TEIs) through the Philippine GCED Network-GCC Regional Hubs to establish local centers of expertise that can tailor GCED programs to meet the specific needs and contexts of different areas in the Philippines.

As outlined in the MOA, PNU will take charge of the project by arranging consultation meetings, offering technical assistance, and creating monitoring and evaluation systems for the regional hubs. The University will also act as the main organizer and administrative center of the network, guaranteeing efficient coordination and sharing of top practices.

TAU, as a GCC Regional Hub, on the other hand, is tasked with promoting research and extension activities, engaging stakeholders, and supporting faculty and students involved in GCED projects. It will also contribute to the creation of a coffee table book, "PAGHABI," by submitting reports on best GCED practices, and recommending faculty for specialized training.

This partnership is set to last for three years, until 20 December 2027, with the possibility of further extension on mutual agreement. Throughout this process, both universities will be in a strategic position to contribute significantly to the improvement of education in the Philippines and other countries.
