The Commission on Audit (COA), through its audit team led by Atty. Meliza Joy P. Manalo, OIC-Audit Team Leader, together with Mr. Jay Mer D. Tabugan, Audit Team Member, under the supervision of Regional Supervising Auditor Ms. Imelda S. Latay, conducts the Entrance Conference for the Compliance Audit at Tarlac Agricultural University (TAU) on 29 April at the Office of the University President (OUP) Conference Hall.

During the conference, Atty. Manalo and Mr. Tabugan focus on verifying the University’s implementation of its approved Land Use Development and Infrastructure Plan (LUDIP), ensuring that land utilization and infrastructure development are aligned with Republic Act No. 11396 and CHED Memorandum Order No. 11, s. 2020 and its Implementing Rules and Regulations.

In addition, COA applies a structured approach that includes risk identification and assessment, interviews and inquiries, document and evidence gathering, verification and analysis of submitted records, comparison of planned versus actual implementation, and physical inspection of land and infrastructure projects.
