History 

Committed to adhere to the University’s goals and objectives, the College of Arts and Sciences takes pride in serving all other colleges to provide instruction for General Education and also in honing its students’ skills and abilities in its various programs.

Initially, the College was only a small department that housed faculty members who taught general education subjects. In 1981, a Board Resolution was approved which converted all the departments into institutes. The Institute of Arts and Sciences was born and Dr. Rufino E. Loque became the first Dean.

Several years of success followed and various names have been included in the pool of deanship. Dr. Loque was replaced by Professor Elpidia Duque. Assuming the office after the other were Dr. Corazon V. Domingo, Dr. Martina C. Vergara, Prof. Plecita J. Toledo, Dr. Gloria Y. Ponciano, Dr. Edmundo B. Baccay, Dr. Danilo N. Oficiar, and Dr. Ma.  Theresa B. Nardo, at present.

The institute primarily offered Bachelor of Arts in Economics, which successfully produced its first graduates three years after. More programs were opened in 1982 such as Bachelor of Arts in Psychology and Bachelor of Arts in Political Science as Pre-Med and Pre-Law courses, respectively.

In 1994, Bachelor of Arts in Entrepreneurship was approved by the Board of Trustees. A year after, the Institute opened the Bachelor of Arts in Cooperative program. The Bachelor of Science in Business Administration major in Business Management was opened in 2005 and another major, Human Resources Development Management, was added in 2009. The institute also offered Bachelor of Science in Nursing under the Tarlac College of Agriculture – Tarlac State University Consortium. Most of these programs are still in operation though the AB Political Science, AB Cooperative and BS Nursing are no longer offered.

On July 29, 2011, a Board Resolution was approved, renaming the Institute of Arts and Sciences into Institute of Business and Management. This envisioned the refocusing of the Institute’s initiatives and strategies to effectively contribute to sustainable agriculture, livelihood, manpower and employment generation, as well as to strengthen its capability in promoting sustainable business and management.

Prior to the conversion of TCA into Tarlac Agricultural University in May 2016, the Institute already took the initiative to prepare for the changes and developments ahead. These include the preparation for the Level III accreditation of the BS Psychology and AB Economics programs. Finally, in November of the same year, after six years of stasis, the College of Arts and Sciences was revived, with Dr. Ma. Theresa B. Nardo becoming the first Dean of the College. CAS now has on its helm the flagship programs BS Psych and AB Econ, with plans to expand its program offering by the year 2018.

As it continues to face the challenges head-on, CAS continues to cater to the needs of the students, extending its reach even to the other Colleges by providing quality instruction in Natural Sciences, Social Sciences, Languages, Humanities and Physical Education.
